Baseray Heat

I have an idea I would like to get some opinions on. I would like to replace my fuel oil furnace with a small electric 12 gal. water heater (for base ray heat) and a tank less electric water heater (for hot water) and have them connected to a grid tied solar system. Does anyone think this would be a workable system in Connecticut?
